1. Informal challenge  

If the PCN was issued on the windscreen, make an informal challenge within 14 days. This protects your right to a 50% discount if rejected. Clearly outline what happened, including the lack of payment method and your attempt to pay. Attach evidence.

2. Formal appeal (representation)  

If your informal appeal is rejected — or you never made one — wait for the Notice to Owner in the post. This allows you to make a formal representation online or by post. The council must respond in writing.

4. VRM incorrectly entered but valid payment shown  

Driver paid using app but made a minor typo (e.g. O instead of 0).  

Appeal wording: “I made genuine payment through the official system, but mistakenly entered the wrong VRM by one character. Proof of valid payment attached.”

5. Attempted to call council number but lines were unavailable  

Driver called the contact number shown on signs or machine, but the line was dead or permanently busy.

FAQ’s

What if I couldn’t pay because the machine was broken?  

That’s a valid reason. Take clear photos of the machine showing it wasn’t working and include them with your appeal.

Do I still have to pay if I appeal?  

No. If you appeal within 14 days, the discounted amount is frozen until the council responds. If rejected, they often re-offer the discount for another 14 days.

Who decides my appeal after the council?  

If your appeal is rejected by the council, you can take it to an independent tribunal: London Tribunals or Traffic Penalty Tribunal, depending on location.

What happens if I ignore the PCN?
