How London Tribunals appeal appeals work in that location

If you’ve received a PCN from a London council and already gone through the council’s formal appeal process, your next step is an independent review by London Tribunals. This is the official appeal body for all 33 London borough councils.

London Tribunals is independent from the council that issued your ticket. Their adjudicators review your case and evidence to make a final decision. You can submit an appeal online, by post, or in person at a hearing.

Common reasons for winning a London Tribunals appeal include:

– Poor or missing signage

– Worn bay markings

– Payment machine faults

– App errors or payment system issues

– Grace time not honoured

– PCN issued incorrectly (e.g. minor typo in your vehicle registration)

You must usually appeal to London Tribunals within 28 days from the “Notice of Rejection” date sent to you by the council. If you miss this, you could lose your chance altogether.

Evidence checklist for London

To strengthen your appeal to London Tribunals, gather as much of the following as possible:

– Photos of signage and bay markings

– Timestamped photos of when you parked and when you returned

– Receipts or app logs showing payment

– Evidence of machine faults (e.g. photos or witness statements)

– Proof of correct registration number (if a typo)

– Witness statements or supporting medical documents

– Copies of letters, emails, or texts from the council or operator

For the strongest case, try to include at least three different types of evidence.

Step-by-step: appeal a London Tribunals appeal ticket

1. Informal challenge

This is your first chance to argue your case directly with the issuing council. You usually do this within 14 days of receiving the PCN. If you lose, the fine may still be held at the 50% discounted amount.

2. Formal appeal

If the informal challenge is rejected, you can submit a formal appeal after receiving a Notice to Owner (NtO) from the council. You’ll have 28 days from the NtO date to make this representation. If the council rejects your formal appeal, they’ll send a “Notice of Rejection” along with instructions for appealing to London Tribunals.

3. Appeal to London Tribunals

You can submit this appeal online, by post, or request a hearing. You usually have 28 days from the Notice of Rejection date to appeal. You can still pay the fine at a 50% discount within 14 days of the Notice of Rejection, but most people decide either to pay up or proceed to London Tribunals rather than both.

Note: London council PCNs follow the council process. This differs from private parking appeals which use POPLA or the IAS.

Examples that often win in that location

1. Poor signage

A driver parked near a pay-and-display machine, unaware that the adjacent bays had separate permit-only restrictions.

Use this in appeal: “The signage was unclear and inconsistent across adjacent bays, making it unreasonable to expect compliance.”

2. App payment failure

A motorist attempted to pay via app, but the service repeatedly failed due to a known backend issue.

Use this in appeal: “I made genuine attempts to pay via the council’s app, which was malfunctioning at the time (see attached screen captures).”

3. Grace period not respected

The PCN was issued only three minutes after the driver’s ticket expired.

Use this in appeal: “The PCN did not account for the statutory grace period allowed under regulation.”

4. Medical emergency

A car was parked briefly while assisting someone with an unexpected health issue.

Use this in appeal: “The circumstances involved a medical emergency and the PCN was issued during that unavoidable delay.”

5. Incorrect vehicle registration

The driver accidentally typed “O” instead of “0” in their plate when paying.

Use this in appeal: “The incorrect registration was a minor input error, and payment was still made for the correct vehicle at the right time.”
